It's exacatly why some people think the act may do more harm to economy recovery. It's a political act, not align with free trade or free market. So it won't guarantee for the best products and services in the first place. Buying junk is one of many bad consequneces caused by this kind of act.
There are arguments for and against buying American. But even the Ayn Rand Institute, which calls advocating buying American as un American, states:
A patriotic American acts as a capitalist and an individualist: he buys the best, wherever it may be found.
The issue with the Census Bureau was that it did not "buy the best." It bought junk. And by doing so, it wasted resources.

Buy America Act is a protectionism behavior motivated from the last recession. It contrasts with free trade, most economists agree that it is harmful in that its costs outweigh the benefits, and that it impedes economic growth. It's actually one of risks that we may not see a full economy recovery soon.
I still wear a high quality Jacket I received from a tech training many years ago, which has a very small logo of the company. Even the companie was gone (bought by a competitor), the jacket is still a good reminder to me of an once great high tech firm.
People can tell the value, nobody want to wear these cheap made jackets/T-shirts with super size meanless jargon on it. Beyond the supply and demand, there is also an image issue, if company gives low quality freebies, people tend to think company's products are low quality too.

That's what I wonder too. Make a limited number of better quality items that people will be eager to get. Have a drawing or contest to win one at an event instead of just handiing them out to everyone. Things are only valuable if people understand the limit of the supply.

People will find one or the other way to cheat the systems by taking advantage of loopholes present in the system. I guess there should be wide debate to study the pros and cons of the regulations before it gets implemented.
Strange how quickly the congressional investigation idea was just dropped.
I wonder if it could be the fact that there weren't any political scapegoats to be found on this one? Or at least not any that our esteemed government leaders don't see in the mirror or across the table when they meet with their chums?
Once upon a time, I worked for a high tech company, the high level management team decided to move our office to a new location. When we cleaned the downstair storage room, to everyone's shock, we saw boxes after boxes of these souveniors, cheap t-shirts, etc. Most of them ordered 5-10 years ago and the company forgot about them all.
Of course, the company run downhill for the rest of its life, and never reach its peak again
Good point, too many of these trinkets are made so cheap that nobody want to keep them longer than 5 minutes. I just wonder why company keeps ordering large amount of cheap stuff, instead of a small amount of quality ones, that people will keep and treasury for a long time.

I stumbled onto the Census Roadshow at a community event, and received some of this stuff. It reminded me of the party favors you give kids. It's fun to play with for five minutes before you toss it in the trash,
