This is simply another pretty thing that lawmakers can go out with at voting time saying "look what I did".  It will create no job, simply enhance the already accessible capital for those that can already qualify.  Like Noreen states, the start up businesses are the ones that create jobs but since they are riskier, they are left in the cold even with stimulus type funds.  The states make sure they structure these programs with no risk and pretty brochures to go along with it.

The longer it rakes to distribute the money (because of rules, regulations, red tape) the less impact it will have.

More proof that creating nothing (ie shuffling papers, admin costs, etc) are eating up funds that should be used to create, innovate and (gasp) manufacture.

I think micro credit programmes with community participation would have been a much better option than this. Small funds established for small groups of people holding them accountable for the fund would make the system more sustainable. Since the fund is administered by the micro credit group there will not be any additional expenses incurred for administrative purposes. The money will go straight to the people who need it.

It seems as though some of these states might be important if a certain president would like to get re-elected. I am sure it was purely need and bang for our buck that chose these projects, but if I were cynical I could believe there were politics involved.

According to Fed, All the big banks (except Citi) already paid back the TRAP money with interests. Fed did not mention the TARP money for AIG, I guess it is dead money now. Of the $245 billion invested in U.S. banks, over $169 billion has been paid back in 2010, including $13.7 billion in dividend. The government shall be flooded with money in 2011. Unless all these money are squandered again on the cash for Clunker, first home buyer credit, etc.

It looks there is a big hole on US government pocket.

@Value Hiker, That is because during 2008 govt had lot of money to spend and govt was not in debt crisis. But things have changed now it cannot affort to spend billions to save small businesses.
