True but in this case all sides are hearing this from their constituents. Often that is the push that is needed.

I like the idea of a summit. However, I think you need a mediator like they have in most negotiations as well as a deadline that people need to meet.

We've seen this work with labor negotations for years. I wonder if you're on to something here. Sometimes what it really takes to get action is a deadline -- or a locked door.
